It’s a familiar construct of various development disciplines to build a user story, using the framework:

As a <user> I want <some thing> so that <some reason>

Or reduced to its bare bones – who, what, why?

We’re going further in this case and eliminating the ‘what’. At a macro level we’ve already decided that thing is a dashboard, and there’s plenty of time for the micro (the individual chart components) to evolve.

The ‘who’ and ‘why’ are the big ones upfront, so we start by asking:

  • What is the burning question we want to answer?

  • What specific business decisions need to be made?

  • Who is the audience and what will engage them?

  • Are they involved in the scoping?

When we think through these questions, we keep focus on the true value of the data visualisation; that is that it delivers decision-influencing insight, not merely informs.

By the end of this process we will have articulated goals that become a reference point for the whole build, ensured the right stakeholders have had input, potentially identified high-level gaps in the data, and captured a broad vision that is meaningful and has strong buy-in.
